Parkersburg was a run away winner as the team of the decade and claimed first place using all three methods. They were led by Pete Barnum and Hoblitzell (two time half mile champion. Barnum took high point honors for the decade's first three years and set records in the Javelin, Discus and Shot Put and Hammer throw making him king of the field events for the era. Parkersburg took 3 team titles during the decade.
Huntington finished second in the decade and took home two championships. They were led by Russell Galloway who was the top athlete of the decade using the exclusive scoring method. The decades best hurdler, Galloway set records in both the 120 and 220 yard hurdles. Haeberlin also claimed an individual high point title for them during this decade.
Charleston won more championships than anyone during the decade (4) and came in a solid third. They were led by Paul Heydrick who was the decades top athlete using the inclusive method. Heydrick twice won the pole vault and was the first to clear 12'0. He also won titles in the Javelin and Shot. Fraser, Fontaine and Brawley also captured high point titles during the decade with Fraser becoming the first to break 10.0 in the 100 yards (9 4/5).
